The project will intervene in two strategic lines. On the one hand it will support the implementation of a high-impact pilot energy district in Medellin that will allow the complete elimination of old and highly energy-consuming ODS coolers. On the other hand it will provide technical assistance for the development of technical, institutional and financial sustainable mechanisms to promote the replication of several energy districts in the five main Colombian cities (Bogotá, Medellin, Cali, Barranquilla and Cartagena) as an environmentally secure and energy-efficient alternative for the thermal regulation of buildings.

Contexto

Hosting 70 to 75% of the population, Colombian cities are called to play a major role in the country’s efforts to fight climate change. In the construction sector, there is an existing untapped potential for energy savings not only during the building construction phase, but as well during the subsequent use of buildings. The main energy saving opportunities for commercial buildings were in lightening and air-cooling (A/C). Major energy efficiency could be obtained if individual coolers were replaced by a central thermal generation.

Objetivos

The Project overall objective is to foster the implementation of energy districts in Colombia, to improve energy efficiency in buildings and substitute coolers that make use of ODS as cooling agents, contributing to the fulfilment of Montreal Protocol commitments, the low car-bon development Colombian strategy and the rational and efficient use of energy program.

Specifically, this mandate foresees the technical support of the project beneficiaries by an international consulting team. The Technical Consultant will assist EPM and MADS with the implementation of the project, it will provide general technical expertise necessary for the project and it will ensure a knowledge transfer with Switzerland.

The La Alpujarra administrative center’s energy district is operating efficiently and the ODS emissions are reduced-

The clients of the energy district have implemented energy-efficient measures to increase the positive environmental impact-

The institutional context has been improved in order to encourage the development of energy districts in Colombia-

The concept of energy districts will have been spread across Colombia and awareness raising measures have been undertaken.
