Support to Anti-Corruption Efforts in Kosovo (SAEK)
SAEK is a comprehensive anticorruption programme which takes an innovative approach towards anti-corruption, working directly with central government authorities and municipal actors as well as with civil society. The project contributes to reducing the level of corruption in Kosovo by supporting the prevention, detection and investigation of both grand corruption and petty corruption.

Hintergrund |
In Kosovo, corruption is negatively affecting economic development and everyday lives of citizens. According to UNDP’s latest Public Pulse Report of October 2012, citizens consider corruption the third largest problem Kosovo is facing today, after unemployment and poverty. According to the same report, 44% of the population perceives large scale corruption in courts and 30.1% of the population perceives corruption in local governments. |
Ziele |
SAEK project will contribute in reducing the level of corruption in Kosovo, by developing capacities of Kosovo institutions to perform in an efficient, transparent, and accountable as well as gender sensitive manner and in strengthening monitoring and oversight mechanisms. |

Central level: line ministries, and specialised agencies such as: Kosovo Anti-Corruption Agency (KAA), etc. Local level: selected municipalities of Kosovo. The judiciary sector: Kosovo Judicial Council (KJC), Kosovo Prosecutorial Council (KPC), Office of Disciplinary Prosecutor (ODP), Kosovo Judicial Institute (KJI), etc. Civil society organisations.

Mittelfristige Wirkungen |
1. Capacity of the Kosovo Anti-Corruption Agency (KAA) to monitor and prevent corruption in selected institutions, key service areas and municipalities increased. 2. Civic engagement in strengthening transparency and accountability increased and access to information at the local level enhanced through social media. 3. The ability of the judiciary to fight corruption internally and externally is increased. 4. Ethics and transparency of public administration improved through the implementation of Public Administration Reform Strategy.

Resultate |
Resultate von früheren Phasen: SAEK initiated with a pilot phase of its component 2 – civil society/social media, when UNDP together with a consortium of local organisations lead by InternewsKosova (I/KS) and the Balkan Investigative Reporting Network (BIRN) developed the web-based platform www.kallxo.com which couples modern and traditional technologies, allowing all citizens across Kosovo to report cases of corruption. A “Research Unit”, composed of six researchers and investigative journalists, was established to verify and follow up on the reported cases. Until February 2013, approx. 340 cases were reported on the platform out of which 70 cases were sent to the State Prosecution. |
