Humanitarian needs increased between 2021 and 2022 as living standards continued to deteriorate and physical and mental wellbeing of people in Lebanon continued to worsen. In Lebanon, more than 2,5 million people are in need of some form of humanitarian assistance. The Lebanon Humanitarian Fund (LHF) is a Country-Based Pooled Fund (CBPF) and an effective instrument to respond to arising emergencies within Lebanon’s multi-layered crisis. SDC has supported the LHF since 2018 and is a member of the Advisory Board (AB).

Contexte Current economic, political, social and sanitary crises have further aggravated the humanitarian situation in Lebanon. The COVID-19 pandemic, port of Beirut explosion and the structural vulnerabilities of Lebanon contributed to increased humanitarian needs among all. Meanwhile, Lebanon continues to host Syrian refugees (1.5 million) and Palestine refugees (203,000 including Palestine Refugees from Syria) and from other nationalities. The extreme depreciation of the Lebanese Lira (92% of its value) and the depletion of cash and foreign currency reserve assets of the central bank have affected the prices and availability of critical import commodities such as food, fuel and medication. Unemployment has increased and the minimum wage is now equivalent to USD 30, resulting in a significant decline in income and purchasing power in the country. The capacity of the country to cope with all these overlapping shocks was nearly exhausted in 2021 and is likely to further decrease in 2022 in the absence of comprehensive long-term development plans and structural reforms.
Objectifs Provide essential short-term support to most vulnerable people affected to meet their critical needs in terms of health care, food, nutrition, education and water.
Groupes cibles Crises-affected population in Lebanon including Lebanese, Syrian refugees, Palestine refugees and migrants. The LHF employs a personcentered approach to focus on those most vulnerable and at-risk, including people with special needs, the elderly, female-headed households and those with chronic medical conditions. The LHF fulfills a critical and niche function in supporting those in greatest need.

  1. Assisting all vulnerable communities in Lebanon regardless of status, nationality, gender or age
  2. Responding in a timely manner to any unforeseen humanitarian emergency
  3. Addressing the challenges of underfunded sectors and ensuring the continuity of services provided to the most vulnerable
  4. Empowering National Non-Governmental Organisations (NNGO) and increasing their outreach
  5. Ensuring a reserve fund for unforeseen emergencies.
Résultats

Principaux résultats attendus:  

  1. Addressing emerging and new priorities, including scaling up the country’s preparedness and response to crises.
  2. Helping cover priority gaps in the Lebanon Crisis Response Plan (LCRP) and Emergency Response Plan (ERP) including life-saving health, protection for women and girls, education, water, food security, nutrition, etc.
  3. Improving the relevance and coherence of the humanitarian response.
  4. Supporting and strengthening RC/HC coordination mechanism.
  5. Multi-sector Needs Assessment (MSNA), Lebanon Humanitarian Development Forum (LHDF) – support to insuring an evidence-based and inclusive humanitarian response.
  6. Strengthening risk management and accountability frameworks to enable effective use of resources and value for money.


Principaux résultats antérieurs:   In 2021, the LHF launched four allocations (two reserve allocations and two standard allocations). With USD 25.3 million, 37 projects of 33 partners were supported. Projects were implemented in all governorates of Lebanon; these were projects supporting life-saving humanitarian needs among all population groups. A total of 261,000 beneficiaries were reached.

Coordination avec d'autres projets et acteurs

The LHF aims at promoting a strategic and coordinated response towards the most pressing humanitarian priorities as outlined in the LCRP, while maintaining flexibility to respond to emerging and unforeseen needs.

SDC’s contribution to the LHF is complementary to its bilateral partnerships with NGOs (incl. Lebanese Red Cross) and multi-bi partnerships with the UN and ICRC that also contribute to the LCRP and ERP.
