LEB OCHA Humanitarian Fund Phase III


 The humanitarian needs in Lebanon have increased as a result of large-scale  displacement and destruction  following  the  2023/2024-armed conflict between  Hezbollah and Israel. The disbursement mechanism of the UN run Lebanon  Humanitarian Fund (LHF) is fast, efficient and effective because it works with pre-assessed organizations in pre-assessed sectors and geographical l ocations. The fund therefore remains one of the preferred partners in the humanitarian response.

Contesto According to the World Bank, poverty in Lebanon has reached 44% of the population by 2024 as a result of a multitude of crisis including the  2023/2024-armed conflict between Hezbollah and Israel, 103,346 people remain displaced outside their cadastre of origin as of  29 January (IOM). The UN flash appeal extension from January to March 2025 aim to target 1 million persons to meet the basic needs of the population in the following main sectors basic  assistance, education, food security, health, nutrition, protection, shelter and WASH. The capacity of the country to cope with humanitarian needs may  steadily increase when a new and reform-oriented government comes into  power. However, currently the government response is weak in addressing the  needs of internally displaced people, refugees from Syria and victims of the economic crisis.  
Obiettivi The Lebanon Humanitarian Fund aims to support the timely  allocation  and  disbursement of resources of the international community to response to the most critical humanitarian needs. 
Gruppi target Crises-affected population in Lebanon including Lebanese, Syrian refugees, Palestine refugees and migrant workers. The LHF employs a person-centred approach to focus on those most vulnerable and at risk, including people with special needs, the elderly, female-headed households and those with chronic medical conditions.  
Effetti a medio termine

The LHF focuses on the following objectives:  

  1. Assisting all vulnerable communities in Lebanon regardless of status,  nationality, gender or age  
  2. Responding in a timely manner to any unforeseen humanitarian emergency  
  3. Addressing the challenges of underfunded sectors and ensuring the continuity  of services provided to the most vulnerable  
  4. Empowering national NGOs and increasing their outreach  
  5. Ensuring a reserve fund for unforeseen emergencies.  
Risultati

Risultati principali attesi:  

  1. Addressing emerging and new priorities, including the country’s preparedness and response to crises.
  2. Helping cover financing gaps in the Lebanon Response Plan implementation 
  3. Improving the relevance and coherence of the humanitarian response. 
  4. Supporting and strengthening Humanitarian coordination, needs assessments and risk management 


Risultati fasi precedenti:   In 2024,  the LHF brought relief worth USD 70 million to people in need. 89 projects with 82 implementing partners could be supported. With the first two  out of three allocations, 589’000 people in need were reached. The number of beneficiaries for the 3rd allocation is not yet known, but the total of people in need supported by the LHF in 2024 can be estimated at almost 1 million.

Coordinamento con altri progetti e attori The contribution is complementary to the support to the Lebanese Red Cross, the ICRC, UNHCR and the WFP. The work of the  LHF is compliant with the Lebanon Response Plan, the planning framework for the humanitarian and stabilization response.
