ACTED: Strengthening humanitarian coordination and access to safe and dignified protection in Libya
Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.

- Outcome 1: Beneficiaries with specific protection needs identified have increased access to basic goods and services
- Outcome 2: INGO coordination, representation, and advocacy efforts are strengthened through support to the Libya INGO Forum.
- Output 1: 600 vulnerable beneficiaries in the East of Libya are identified (420 through HHs visits and 180 through hotline)
- Output 2: 550 vulnerable beneficiaries receive targeted assistance through referral and the establishment of a Special Needs Fund
- Output 3: The INGO forum is better equipped to support the INGOs operating in Libya

| Hintergrund |
Seven years after the fall of Muammar Gadhafi, which led to a chaotic situation in the country, Libya is still witnessing an instable situation, with an ongoing conflict and worsening financial crisis. Within this context, the situation for Internally Displaced Persons (IDPs), returnees and non-displaced alike has been slowly but steadily degrading, as financial capacities become more and more exhausted. In 2018, clashes and episodes of violence continued, with volatile periods of escalated violence in key population centres including Sebha, Benghazi and Tripoli. The conflict and volatility of the Libyan operational context can therefore be regarded as exacerbating the existing vulnerabilities of vulnerable conflict-affected communities. The Great Benghazi region has been particularly affected by these waves of conflict, as it plays host to the largest population of IDPs in the country. |
