Contribution to the humanitarian protection cluster response in the Occupied Palestinian Territory


Switzerland contributes to the OHCHR-led humanitarian protection cluster response in the Occupied Palestinian Territory. Considering the dire humanitarian situation in the Gaza Strip and the volatile security situation in the West Bank, strengthened coordination of protection actors, scaled up community-based protection mechanisms and continuous protection monitoring are key elements for an enhanced centrality of protection in humanitarian action.

Hintergrund In Gaza, over 70,100 people have been killed after two years of war and nearly 2 million people were displaced. Despite the 10 October 2025 ceasefire, humanitarian needs remain huge. The volatile security situation, congested living environments, which expose individuals to heightened violence, family separation, contamination from unexploded ordnance in addition to insufficient access to basic services, food or water increase protection risks, particular for children, women, persons with disabilities and other vulnerable groups. In the West Bank, a continuous increase in settler attacks, Israeli military operations and intra-Palestinian armed violence have caused numerous fatalities, including children, displacement and land appropriation which require protection interventions and humanitarian assistance. In response, OHCHR as the lead agency of the humanitarian protection cluster, coordinates the protection response in Gaza and the West Bank, has scaled-up the emergency protection responders model, the community self-protection activities and protection monitoring at the benefit of those conflict affected people most at risk of exclusion and violence.

Erwartete Resultate:  

Output 1.1. Protection partners have increased capacities to ensure protection, including disability inclusion, in humanitarian response.

Output 1.2. HCT, Member States, international and regional actors have access to accurate and timely information to ensure centrality of protection and guide overall humanitarian response.
