Swiss Cooperation Programme for Serbia 2026-2029
Switzerland's long-standing cooperation with Serbia is based on a close partnership, grounded in proximity and marked by strong political, economic, scientific and cultural ties, with a sizeable diaspora living in Switzerland. Recognizing these linkages and considering progress achieved over the past 35 years as well as remaining challenges, Switzerland will stay committed and continue to further support Serbia’s reform processes for the well-being of its people.
Strategic orientation and priorities of the Swiss Cooperation Programme for Serbia 2026-2029
Overall goal: Swiss Cooperation strengthens Serbia’s resilience and inclusive development and supports European integration by contributing to the development of accountable institutions, a vibrant economy and Serbia’s green transformation.
Priority area 1: Democratic Local Governance and Engaged Civic Sector: Democratic governance is strengthened through increased accountability in local public institutions, inclusive services and empowered civil society.
Priority area 2: Economic Development and Employment: Innovation and sustainable private sector growth enable Serbia’s inclusive economic development and creation of decent jobs.
Priority area 3: Climate Change and Resilient Cities: The Serbian society and economy benefit from improved climate change resilience and decarbonisation in line with the objectives of the “Green Agenda”.
Moreover, migration remains an important topic. The Swiss–Serbian migration partnership, with a flexible set of initiatives in line with the Swiss Migration Strategic Framework for the Western Balkans 2024-2028 will continue.
The total amount of Swiss funds for Serbia comprises of approximately CHF 88 million for the period 2026–29.
This Programme was developed by the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO), in close consultation with the State Secretariat for Migration (SEM) as well as government offices, civil society and the private sector in Serbia.
The Swiss Embassy in Belgrade is steering and overseeing the implementation of the Programme.
Swiss Cooperation since 1991
Switzerland's foreign policy in the Western Balkans supports stability and prosperity and the region’s path towards European integration. Since 1991, starting with humanitarian aid, Switzerland has been a reliable development partner to Serbia, assisting the country with its democratic, economic, and energy related reforms. With a contribution of more than CHF 650 to Serbia’s development so far Switzerland is among the most important bilateral donors.
