Regional Housing Program (RHP)
Switzerland participates in the Regional Housing Programme which is a joint initiative by Bosnia and Herzegovina, Serbia, Montenegro and Croatia. The aim is to contribute to the resolution of the protracted displacement situation of the most vulnerable refugees and displaced persons following the 1991-1995 conflicts on the territory of former Yugoslavia. RHP is expected to provide 11’300 housing units to 34’000 people.

|Background||As a consequence of the war in the 1990s, over three million people were displaced both within and beyond the borders of Bosnia and Herzegovina (BiH), Croatia, Montenegro and Serbia. Twenty-three years after the Dayton Accords, the Western Balkans is still host to over 345’000 vulnerable persons displaced by conflict in the former Yugoslavia. The four countries have agreed in 2011 on a comprehensive regional program for the provision of housing solutions for vulnerable refugees settled in the region and internal displaced person (RHP beneficiaries). This regional initiative is an integral part of the “Sarajevo Process on refugees and displaced persons” initiated in 2005.|
|Target||The Regional Housing Programme (RHP) aims at contributing to the satisfactory resolution of the protracted problem of the remaining refugees and displaced persons in Bosnia and Herzegovina, Croatia, Montenegro and Serbia by providing long-lasting, sustainable housing solutions with full respect for the rights of refugees and displaced persons.|

|Outcomes||To provide at least 11’300 HU for appr. 34’000 vulnerable refugees and displaced persons in the four Partner Countries at the end of 2021. In BiH: 3192 HU for 10’000 people; in Serbia: 7053 HU for 21’000 people|
Expected Results: By the end of 2021, 7’350 HU should be delivered in the four countries
Results from previous phase: Since 2012, 3’950 housing units (HU) have been provided and 2’750 HU are under construction in all four countries. In BiH: appr. 900 HU are delivered. In Serbia: appr. 2’400 HU. The program also contributes to an improved regional cooperation and to national and regional reconciliation.
