Support to the Programme of Work and Budget of the OECD Development Center 2023 - 2024
The Development Center (DEV) of the Organization for Economic Cooperation and Development (OECD) is a policy-oriented institution which conducts studies and provides platforms for dialogues and knowledge sharing between OECD and non OECD countries. Switzerland’s contribution to DEV is an investment towards sustainable policy development and reforms as the expertise provided by the DEV brings developing countries closer to relevant OECD standards.

Contexto |
The effects of the COVID-19 pandemic will long be felt, while Russia’s war of aggression against Ukraine exacerbates increasing energy and food prices, hitting vulnerable populations across the world most strongly. In this context, the Development Centre will continue to pay close attention to how developing countries and the international community work to tackle the scarring effect of the crisis, continue to fight the pandemic and tackle vulnerabilities, while supporting its members and partners in designing and implementing policies to create more opportunities for all. On SDC side a focus on Gender and Migration working lines of the PWB is done as the thematic Division concerned have a specific interest of the DEV work on those issues. |
Objetivos |
The overall goal of the OECD DEV Center is to contribute to: Improved mutual understanding amongst countries at different levels of development and enhanced global dialogue on sustainable development. More inclusive global governance and supportive development architecture for all developing countries to tackle their vulnerabilities and turn income growth into better well-being and development gains for all. Improved policy formulation and implementation to tackle policy impediments to economic growth and social cohesion and promote well-being in emerging and developing economies, by supporting policy makers in making more informed decisions that recognize underlying development issues. |

Improved understanding – through better data/evidence and policy dialogue - by OECD and non-OECD developing countries of the implications of the evolving global context. Increased awareness by policy makers and development actors of the multiple, targeted, and multi-dimensional approaches available to address lingering bottlenecks to development strategies. DEV Member-countries and developing countries in general benefit from the Centre's role as a development pathfinder, and they use the Centre’s and the OECD's analyses and policy recommendations in their policy responses and international co-operation efforts. |

Resultados previstos: Gender One SIGI 2023 global database, also informing the monitoring of the SDG indicator 5.1.1. A new SIGI website with innovative data visualisations One SIGI global report; SIGI country reports on masculinities in Mozambique and Uganda Four meetings (two per year) of the DedicatedWorking Group on the SIGI ; A new database based on the ten norms of restrictive masculinities Data collection and background working papers on SIGI, masculinities, gendered power dynamics in the household/at the community level, and on environmental shocks linked to climate change. Migration Policy Dialogue on Migration and Development (PDMD): Analytical activities and policy recommendations on migration and development (on youth labour mobility and skills in Africa, forced displacement and development in lower middleincome countries, South-south migration and skills, migration data); Through the organisation of a yearly Policy Dialogue on Migration they make sure to disseminate the research to a wider audience. Resultados de las fases anteriores: Gender: Dataset for the new global SIGI (Social Institutions & Gender Index)1 report 2023 has been collected. In 2021 regional SIGI reports on Africa and South Asia have been published, disseminated, and discussed in online events. The country reports on Tanzania and Côte d’Ivoire have been completed and discussed in the countries. A SIGI framework on masculinities developed and tested by Ireland (planned country studies in Mozambique and Uganda). A dedicated Working Group on the SIGI met 2/year. Migration: Eight papers were produced on migration & Development, including migration and development policy reviews, with policy recommendations i.e., Migration in Asia: What skills for the future? Forced Displacement and the Humanitarian‐ Development Nexus; Youth, Migration and Develop- ment: A New Lens for Critical Times (KNOMAD); Social protection for the forcibly displaced in low-and middle-income countries; Transit migration and development in LMICS (KNOMAD). Two meetings of the Policy Dialogue on Migration and Development (PDMD on priority issues related to migration and development took place. |
