UNFPA Core Contribution 2025

The United Nations Population Fund (UNFPA) works to address questions related to population and development, with an emphasis on sexual and reproductive health, gender equality, and youth. UNFPA is the only multilateral organization, which is engaged on a normative and operational level in promoting sexual and reproductive health and rights as well as gender equality and women’s
empowerment. It is therefore a key partner for Switzerland to ensure progress on these joint priorities.

Zuständigkeitsbereich UNFPA’s mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. Its focus is on sexual and reproductive health and rights, maternal mortality, gender equality and women’s empowerment, youth, and population dynamics (growth rates, age structure, fertility, mortality and migration).
UNFPA is the lead organisation for the implementation of the Programme of Action (PoA) adopted at the International Conference on Population and Development (ICPD) in Cairo in 1994.
UNFPA contributes to the Sustainable Development Goals (SDGs), in particular goal 3 on health and goal 5 on gender equality.
UNFPA leads the GBV Area of responsibility under the Global protection cluster.
Strategische Schwerpunkte der Schweiz und der Organisation und deren Kohärenz The Strategy for International Cooperation 2025-2028 includes UNFPA as one of Switzerland’s priority multilateral development organisations. UNFPA works to promote and achieve sexual and reproductive health and gender equality. Switzerland's cooperation with UNFPA is also included in its Health Foreign Policy 19-28. UNFPA’s work is derived directly from the Programme of Action of the ICPD, to which Switzerland committed itself in 1994. UNFPA is a key actor in the achievement of the SDGs, in particular goals 3 (health) and 5 (gender equality). To support UNFPA, Switzerland leverages its own thematic expertise and geographic network.
As one of the top 10 donors, Switzerland has significant influence on UNFPAs programmatic orientation, oversight and accountability.
Resultate des Engagement der Organisation der vorangehenden Phase UNFPA operates in a difficult and very polarized political context, which restricts its operations in several countries. After two years of implementation of its Strategic Plan (SP) 22-25, UNFPA reports immediate results in the programme countries: With the prevention of 31.2 million unintended pregnancies, 9.5 million unsafe abortions and 64’730 maternal deaths averted. In addition. UNFPA ensured 2.4 million safe deliveries in humanitarian affected countries. UNFPA further enhanced its organisational effectiveness (i.a. data production and use, partnerships at national level and result-based management).
Resultate des Schweizer Engagement der vorangehenden Phase

Priority has been given to sexual and reproductive health and rights (incl. in humanitarian contexts), organizational effectiveness and the implementation of the UNDS reform.

Achievements have been satisfactory:

  • In the Commission on Population and Development CPD as well as in the negotiations of the UNFPA SP 22-25 Switzerland successfully managed to resolve blockages.
  • The follow-up on the -Evaluation of the UNFPA Capacity in Humanitarian Action’ resulted i.a. in the Capacity Development Initiative and the reorganization of the Humanitarian Response Division in Geneva.
  • UNFPA’s results-based management and evaluation function significantly enhanced the number and quality of evaluations including more joint or system-wide evaluations with other UN agencies.
  • The SP 22-25 reflects Switzerland’s priorities and positions UNFPA well to further contribute to the implementationo f the UNDS Reform.
  • UNFPA and the other funds and programmes report on system-wide results achieved jointly on an annual basis.
  • Assessment on the oversight and governance function of the Executive Board of UNFPA and the other F+Ps.
  • The number of Swiss nationals working for UNFPA is low in view of the considerable core contribution,
Mittelfristige Wirkung des gegenwärtigen Engagements der Organisation Within its Strategic Plan (SP) 22-25, UNFPA’s overall goal is: Universal access to sexual and reproductive health and reproductive rights, and the acceleration of the implementation of the ICPD Programme of Action. The three outcomes are to accelerate by 2025 the reduction i) in the unmet need for family planning, ii) of preventable matemal deaths and iii) in gender-based violence and harmful practices
The SP 22-25 emphasizes the centrality of data to ensure evidence-informed actions, as well as the importance of UN development system-wide coherence, inter-agency collaboration and partnerships
Mittelfristige Wirkung des gegenwärtigen Engagements der Schweiz

Switzerland will continue to guide and support UNFPA, in particular through active participation in the Executive Board and exchanges with UNFPA management, focusing on the following priority topics:

  • improved access to sexual and reproductive health services in particular for adolescents, including in humanitarian contexts.
  • improved capacities in Humanitarian Action.
  • improved organizational effectiveness, in particular in evaluation (including joint and system-wide evaluations), financial sustainability and gender equality in programming.
  • implementation of the UNDS reform with a focus on inter-agency coherence and cooperation.
  • monitoring and reporting on the reform implementation as well as on jointly achieved results with other agencies.
  • follow-up measures of the assessment on the oversight and governance function of the Executive Board.
  • enhanced coherence and partnerships with the Multilateral Development Banks.
  • feedback from SDC field offices on their collaboration with UNFPA. Information from SDC HQ to the field contributes to a coherent approach towards UNFPA.
  • increased number of Swiss professionals at UNFPA.
