Strengthening Resilience to Forest Fire Risk (FiRe)


This project supports Andean-Amazonian countries to develop and implement comprehensive strate-gies for Integrated Fire Management (IFM) governance by harvesting the synergies of two initiatives: one by FAO focusing on the Andean region, and the other by GIZ on the Amazon region. It does so by promoting the incorporation of IFM institutional frameworks and policies, capacity building, strengthen-ing early warning, and the dissemination of innovative approaches.

Hintergrund Forest and landscape fires are an increasing threat to lives and livelihoods globally and in the Andean-Amazon region. Uncontrolled fires in Amazonian and Andean mountain forests and landscapes endanger people, cities and livelihoods directly, and indirectly through land degradation (soil erosion, loss of land productivity) which as a consequence contribute to the occurrence of floods and landslides. In addition, forest fires are a major source of CO2 emissions and a serious health threat through massive air pollution. Indigenous territories and protected areas are most affected by the around 33 million of hectares lost to wildfires each year in Latin America, having their origins often in unsustainable land management, agriculture and livestock production, and to a lesser degree in climate change.
Ziele The overall goal is to strengthen the resilience of Andean-Amazonian countries to the risk of forest fires through the implementation of Integrated Fire Management.
Zielgruppen

Direct:

- Technicians, officials and decision-makers from relevant government institutions for disaster risk management, early warning and Integrated Fire Management in the 4 target countries;

- Staff of the Amazon Cooperation Treaty Organisation (ACTO);

- Selected local and subnational governments in the 4 target countries;

- Grassroots community organizations, producer organizations and civil society, non-governmental organizations;

- Regional level organisms (e.g. Andean Community).

Indirect:

- Small-scale agricultural and livestock producers (male and female) located around protected areas and indigenous territories/high risk zones for forest fires.

Mittelfristige Wirkungen Improve the implementation of integrated fire management and forest fire risk management at regional, national and local levels in Andean/Amazonian countries (Bolivia, Peru, Ecuador and Colombia) with a particular focus on prevention and preparedness.
Resultate

Erwartete Resultate:  

Output 1: Instruments to promote the incorporation of the IFM approach in the institutional framework, regulations and policies for fire risk management are developed.

Output 2: Individual and institutional competences and capacities of key actors in the implementation of IFM at regional, national and local levels are strengthened.

Output 3: Innovative approaches for the broad application of IFM are disseminated at local, national and regional levels.

Output 4: Monitoring, information management and warning systems for IFM are strengthened.
