Support Reforms and Good Governance in the Health System in Ukraine
SDC supports the ongoing health reform aiming at tackling the root causes of the poor health status of Ukrainian population. This project leverages and strengthens the impact of a World Bank loan which intends to improve the quality and efficiency of health care services in selected regions.

Ukraine’s health care system is characterized by an inefficient use of resources and inequitable health care services of suboptimal quality. Furthermore, it is not responding to the rising threat of non-communicable diseases which are already leading cause of mortality and morbidity in the country. Ukrainian people are calling vigorously for better and more affordable health care services. Recognizing the urgent need to modernize and decentralize its health care system, the Government of Ukraine has embarked on its reform. The results are long in coming but some regions have demonstrated a strong willingness and leadership to move forward. The international community has been supporting this reform in a significant way. One of the World Bank’s largest loans in Europe is among the cornerstones of the reform. However, its implementation is facing some challenges in strengthening local procurement capacities and linking the regions with the overall reform. The present project aims at both mitigating the risks associated to these challenges and enhancing the leverage effect of ongoing SDC health programs. |
Obiettivi |
The project aims to improve the access to more efficient, accountable and patient-oriented health care for the population in selected regions of Ukraine. Ultimately, it will lead to better health outcomes for Ukrainian citizens. |
Gruppi target |
Almost ten million Ukrainian citizens residing in the preselected four pilot regions, including 180’000 internally displaced person, will benefit from more efficient, accountable and patient-oriented care. Capacities of the national government, regional health authorities, managers of health facilities at different levels, expert groups that are involved into the reform process, providers of health care materials and goods, as well as local NGOs involved in the monitoring of public procurements, will be strengthened. |
