Nel 2012, il Governo colombiano ha annunciato l'avvio di negoziati per mettere fine al conflitto con i guerriglieri delle Forze armate rivoluzionarie di Colombia (FARC). Il processo ha dato adito all'adozione d’iniziative legislative come la legge per la restituzione delle terre alle vittime del conflitto. I negoziati hanno suscitato un'eco positiva a livello nazionale e internazionale, ma vi sono ambienti che ancora vi si oppongono e la violenza organizzata rimane un tema d'attualità nel Paese. Le attività della DSC si concentrano principalmente sulla preoccupante situazione umanitaria delle vittime del conflitto. La sua strategia generale mira ad accompagnare i processi per superare il conflitto armato e sostenere la riconciliazione. Si fonda su varie modalità di cooperazione, come il partenariato bilaterale e multilaterale e gli interventi diretti.

Aiuto umanitario
Servizi di base per la popolazione vittima del conflitto
L'aiuto umanitario d'emergenza soddisfa i bisogni elementari delle popolazioni colpite dal conflitto, cercando di garantire, in particolare, l'accesso all'acqua potabile, la sicurezza alimentare e le cure di base. In questo modo è possibile offrire i mezzi di sussistenza necessari alle popolazioni vulnerabili, consolidare le loro capacità istituzionali od organizzative per permettere loro di partecipare ai processi di riconciliazione. La DSC è particolarmente attiva a livello rurale.
Governance fondiaria
Protezione delle vittime del conflitto: processo di restituzione delle terre
Adottata nel 2011, la legge sulle vittime e sulla restituzione delle terre prevede vari meccanismi di protezione in favore della popolazione civile. Questi meccanismi si ispirano all'approccio «Do no harm» («Non nuocere»), che vigila affinché l'aiuto fornito non diventi una fonte di conflitto supplementare tra le parti. Concretamente, questo approccio è articolato in tre punti:
- il consolidamento istituzionale;
- lo sviluppo delle capacità individuali;
- la gestione delle conoscenze.
Il Ministero dell'agricoltura colombiano è incaricato di applicare la legge conformemente a questo approccio, con il sostegno tecnico dell'Università nazionale di Colombia e l'organizzazione americana «CDA-Collaborative Learning Projects».
Impegno in contesti fragili e prevenzione di conflitti armati
Acqua
Garantire l'accesso all'acqua per le popolazioni vulnerabili, migliorare il risanamento e la gestione idrica.
La popolazione, in particolare quella nelle regioni rurali, ha diritto a un accesso durevole all'acqua. Al contempo occorre anche garantire il risanamento idrico. Nel quadro di un partenariato pubblico-privato, imprese svizzere e colombiane hanno svolto ricerche sul consumo di acqua delle economie domestiche. I risultati di questi studi hanno permesso di avviare un progetto pilota per promuovere una migliore gestione dell'acqua. Le conoscenze acquisite nella realizzazione del progetto pilota hanno permesso di lanciare, nel 2012, una seconda fase a cui partecipano sette grandi imprese colombiane. Il progetto è coordinato dal Centro nazionale per una produzione più pulita (CNPP).
Storia della cooperazione
Dall'aiuto umanitario al sostegno della transizione
Nel 2001, la DSC ha aperto un ufficio a Bogotà e avviato un programma umanitario per migliorare le condizioni di vita delle vittime del conflitto armato. Dal 2009, la Colombia fa parte dei Paesi prioritari per la DSC.

The humanitarian crisis in Colombia continues despite growing efforts towards peace. Armed groups fighting for territory and valuable natural resources inflict extreme harm on rural and ethnic communities. In line with the Swiss interest to respond to humanitarian crises, SDC remains dedicated to supporting these communities, enhancing their individual and collective resilience. The project integrates humanitarian action with a developmental and peace orientation (nexus).

Switzerland’s long standing support to peace efforts in Colombia serves its interests for international stability as well as human rights and is in line with Switzerland’s foreign policy interests as defined in the Federal Constitution. The contribution to the Multi-Partner Trust Fund, alongside other donors such as Norway and Germany, will support continuing implementation of the existing Peace Agreement and benefit vulnerable populations in former conflict regions. It will also underpin Switzerland’s current role in support of the government’s efforts for comprehensive peace in Colombia as well as its mandate as elected member of the Security Council.

UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.
JPOs4UN Programme 2023-2028

The JPOs4UN programme aims at increasing the presence of Switzerland in the UN by augmenting the number of Swiss nationals working in SDC priority UN organizations. Switzerland directly funds partner humanitarian UN organizations to hire 11 Swiss young professionals on a three-year Junior Programme Officer contract; the Swiss foundation CINFO provides administrative support and career counselling. Swiss nationals add to a qualified and diverse UN workforce to implement the Agenda 2030.

Latin America faces the second largest forced displacement crisis in the world with 7.1 million people forcibly displaced from Venezuela, Central America, the Caribbean and other continents. 6.2 million more are displaced in their own country. Persons in human mobility need protection against gender-based violence, exploitation and exclusion. In Colombia, Ecuador and Peru, Switzerland addresses causes and consequences of displacement, providing aid, striving for integration and supporting actors to protect the most vulnerable.

SDC will continue supporting Colombia to meet its international commitment to be free of landmines by 2025 (Ottawa Treaty), thereby contributing to the Peace Agreement and the 2030 Agenda. The first phase (2021-2023) of the Mine Action Programme will assist mine victims and affected communities with demining operations, protection measures and socioeconomic recovery. It will also support authorities in leading and coordinating the Mine Action sector.
El Agua Nos Une - Water stewardship: evidence-based decisions

Based on Switzerland’s decade long experience on private sector engagement and empowerment of public institutions, El Agua Nos Une programme focuses on strengthening evidence-based decisions for better water governance, in 4 Latin American countries. It envisions systemic change towards corporate water use efficiency and pollution mitigation, mobilizing stakeholders and investments in ecosystem preservation; contributing to a more equitable society and responsible water use.
