Ukraine Mine Action Conference UMAC2024: Lausanne Call for Action

Lausanne, Switzerland, 17-18 October 2024

We, the Ministers and high-level representatives of States at the Ukraine Mine Action Conference UMAC2024 in Lausanne, Switzerland, from 17-18 October 2024

Welcome Ukraine’s National Mine Action Strategy until 2033 and the Operational Plan for 2024–2026 and

Recognize the ongoing war of the Russian Federation against Ukraine causing large-scale human suffering, destruction and dire humanitarian consequences.

Reiterate UN General Assembly resolutions A/ RES/ES-11/1 and A/RES/ES-11/6 as well as our national positions Call for the implementation of the following actions: 

1. People

Carry out high-quality and safe humanitarian mine action activities and long-term programmes to ensure the safety of the population and mitigate the impact on the environment.

Restore suspected contaminated land to safe and productive use through the land release process, including agricultural land and key water transport links essential for global food security.

Address the needs of victims and people with disabilities caused by mines and explosive remnants of war in a holistic way for their physical and mental rehabilitation, and social and economic reintegration. 

2. Partners

Continue the inte6rnational cooperation and assistance for humanitarian mine action in Ukraine and other affected states and keep humanitarian mine action on the international agenda.

Promote sustainable national capacities for mine action, and support Ukraine in the establishment of the relevant management, architecture and local operation and manufacturing capacities.

Foster long-term and all-encompassing operational, programming, financial, material, technological, expert and/or scientific cooperation aligned with national strategic objectives. 

3. Progress

Explore all possible alternatives and/or innovative sources of and tools for funding mine action and the development of such a framework.

Exchange experiences, best practices and lessons learnt in order to advance mine action globally, at political and expert levels.

Develop and use innovative methods and technologies in humanitarian mine action in accordance with International Mine Action Standards and respective national standards.
