Federal Councillor Ignazio Cassis has decided the FDFA will grant CHF 39 million to the United Nations Children's Fund (UNICEF), UN Women, and the United Nations Population Fund (UNFPA) for 2025. On 30 April 2025, the Federal Council took stock of the ongoing work on the Swiss–EU package. It decided to call an optional referendum on the agreements with the European Union (EU). In taking this decision, the Federal Council is signalling political continuity and coherence and giving Parliament and the cantons room for manoeuvre. Parliament will ultimately determine the nature of the referendum in the course of its deliberations.

The Federal Council wants to contribute towards increasing the guarantee capital of the African Development Bank (AfDB). It is requesting Parliament to approve a guarantee credit of CHF 1.56 billion, as decided on 30 April. This would strengthen Switzerland's influence in the AfDB and help to further sustainable and inclusive economic development in Africa.

The head of Switzerland's Federal Department of Foreign Affairs, Ignazio Cassis, visited the People's Republic of China on 24 and 25 April 2025. His visit marks the 75th anniversary of diplomatic relations between the two countries. Switzerland established official relations with China in 1950, making it one of the first European countries to do so. In addition to an official meeting with China's foreign minister, Wang Yi, Mr Cassis' visit focused on efforts to modernise the free trade agreement (FTA) between the two countries in order to improve market access for Swiss companies.

Uzbekistan's first modernised maternity units were officially inaugurated today. The units were updated through a project funded by assets belonging to Gulnara Karimova, which had been definitively confiscated in Switzerland and restituted to the population of Uzbekistan. The aim of the USD 43.5 million project, implemented by the UN, is to reduce maternal and infant mortality rates by strengthening the capacity of healthcare facilities and improving the monitoring and care of mothers-to-be, young mothers, and babies.

Federal Councillor Ignazio Cassis conducted an official visit to Japan on 22 and 23 April 2025, leading the Swiss delegation at the World Expo in Osaka on Switzerland's National Day. In Tokyo, he held bilateral talks with Foreign Minister Takeshi Iwaya and representatives of Japan's commerce, science and education ministries as well as a meeting with IT giant NEC, which will be setting up a new centre in Zurich.

At its meeting on 16 April 2025, the Federal Council decided to allocate a total of almost CHF 250 million to support the operations of Switzerland's three main humanitarian partners for 2025 and 2026. The funding will benefit the World Food Programme (WFP), the Office of the United Nations High Commissioner for Refugees (UNHCR) and the International Committee of the Red Cross (ICRC). Switzerland is thus reaffirming its support for key humanitarian organisations that provide urgently needed assistance worldwide.

ODA includes expenditure by the Confederation on international cooperation and other expenditure which qualifies as ODA – in particular asylum-related costs – as well as contributions from the Swiss cantons and communes.

The shift to a green and inclusive economy could free millions from poverty and improve the lives of the 1.3 billion people who today have to get by on only 1.25$ a day. For this to happen, political commitment as well as the commitment of public and private investors is required. The steps needed include reform of governance in the area of land rights and access to water, expansion of social security systems and a guarantee of social services for the poor.
Approximately 1.5 billion human beings live in states which are fragile or affected by conflict. They number among the most disadvantaged populations on our planet. The complexity of the situation in which these people find themselves makes it necessary for development cooperation to modify and adapt its mode of action. If the Swiss Parliament approves the Federal Council’s Message on Switzerland’s International Cooperation 2013-2016, the SDC will be able to substantially increase the aid it provides to fragile states.
The aim of the International Conference on Afghan Displacement, held in Geneva on 2-3 May 2012, was to find sustainable solutions for Afghan refugees. The new strategy endorsed by the conference primarily supports voluntary repatriation, sustainable reintegration and assistance to host countries. The conference can be regarded as a success for Afghanistan, Iran and Pakistan in view of the support pledged by the international community, and for Switzerland as the host country and facilitator for implementation of the new strategy.
The approval process for projects within the frame of the Switzerland’s Enlargement Contribution unfolded in a satisfactory manner. The number of definitively approved projects virtually doubled in comparison with last year. Numerous projects that had been approved in the previous years were able to be further implemented according to plan.
The World Bank and the United Nations have good news: The number of people living in extreme poverty has halved since 1990 and, in the same period, an additional two billion people now have access to safe drinking water. With this, two Millennium Development Goals have been met before the 2015 deadline.

Behind the scenes: insight into the structure and activities of the SDC
What contribution does Switzerland actually make to alleviating poverty, to sustainable development and to solving environmental problems? How is the SDC organised? Last Saturday, an avalanche buried a Pakistani military camp situated at an altitude of above 4570 metres near the Siachen glacier in the north of the country. According to Pakistani army sources, 124 soldiers and 11 civilians have been trapped under the avalanche. At the request of the Government of Pakistan, Switzerland sent three rescue experts to the scene of the accident on Monday. Switzerland has an international reputation for its search and rescue expertise in high mountains. The Humanitarian Aid of the Swiss Confederation is co-ordinating the mission.
In the Sahel region of West Africa more than 10 million people are facing serious food shortages due to the 2011 drought and the after-effects of the 2010 food crisis. Drawing from the experiences made in the Horn of Africa, Switzerland and other donors have reacted quickly in order to avert famine.
Chronic diseases are a major challenge for our health systems: they are the principal cause of death in the world and account for 75% of health-care costs in the world. The Geneva Health Forum examines innovative solutions to confront this problem. This international conference has been organised by the University Hospitals of Geneva and the Medical Faculty of the University of Geneva with the support of the SDC.
