During the civil war in the 1990s, Switzerland provided humanitarian aid to Liberia. From 2004 to 2016, it supported the reconstruction of the country in the areas of health, infrastructure, food security, and protection of the civilian population. The return and sustainable reintegration of refugees and internally displaced persons were two of Switzerland's priorities.

From 2006 to 2016, Switzerland had an office for cooperation and the management of consular affairs in Monrovia. This office also coordinated humanitarian operations.
